Establishing autonomous institution capability engaging in continuous improvement that will achieve academic and institutional quality standards, guarantying a distinguished competitive capacity and qualify institutions for accreditation.

This program aims to

• Achieve the effectiveness and sustainability of the first phase Quality Assurance Projects
• Continue the  implementation of internal quality assurance systems in all faculties and public higher education institutes
• Adopt academic standard system for programs in faculties/sectors and assuring its application.
• Qualify faculties for accreditation within the framework of continuous improvement.
• Improve the efficiency of and obtain international accreditation/ certification for labs, scientific and research centers in Egyptian universities.
• Upgrade the institutional capacity in some precedent sectors, such as the Faculty of Science sector.
• Improve academic programs in fields of priority.
• Enhance student assessment systems and upgrade the educational efficiency of some higher educational institutions.

By the implantation of the above objectives, the program is expected to:

• Create an environment of competitiveness that will nurture and support continuous improvement in the faculties and the different departments
• Encourage the decentralization of self improvement and sustainable development within the framework of the acceptable (legitimate) quality standards.
• Upgrade capacity of the faculties and the academic society to accommodate contemporary scientific specializations, interdisciplinary and innovative fields.
• Consolidate the culture of quality in academic development and adopting the concepts of comprehensive quality as a fundamental component in the strategic planning
• Reinforce relationships and associations between higher education institutes, society, industry and the labor market.
• Maximize and support the benefit form the available information systems, data sources, laboratories and infrastructure.
• Utilize contemporary technologies in teaching and learning.
• Improve the quality of the graduates and enhance their competitive capabilities on the local, regional and international levels
• Upgrade the quality of scientific research and enhance its ability to respond to the needs of society and the development of industry and the environment
• Qualify 90 faculties to apply for and obtain accreditation from the National authority for quality assurance and accreditation for education
• Obtain accreditation for 80-100 laboratories within the Higher Education Institutes. 
• Improve and prepare 100-120 academic programs in the Higher Education Institutes for accreditation.
• Enhance and develop student assessment and evaluation in (80-100) of the Higher Education Institutes.

The program comprises several projects that illustrate effectiveness and transparency to fund, support and stimulate university faculties to attain a prominent degree of quality, suitability and efficiency, to qualify for accreditation. 

• Faculties submit an action plan aimed at specified development based on the annual evaluation reports, the peer reviewing reports and the SWOT analysis and complying with an approved strategic plan for improving the faculty.
• The PCIQA sets the rules and criteria for submission, evaluation and selection criteria for the submitted action plans from the faculties.
• Monitoring and evaluation mechanisms are set for the accepted action plans.
• The program provides databases and pre-studies as well as conducting regular progress reports. In addition, the program also conducts impact assessment studies on faculty, university and higher education system level

Activities pertaining to project management and general activities:

• Plan the project and its action plan, as well as establish,  prepare and monitor the time schedule
• Develop and upgrade electronic systems of project  management and program activities
• Disseminate information regarding the constituents of the project, the objectives an the requirements and mechanisms of each component

• Monitoring the sustainability of internal quality assurance systems within the faculties of the first phase.
• Finalizing the implementation of internal quality systems in the rest of the faculties within the university.
• Adopting academic reference standards for the programs in faculties/sectors and support its application.
• Continuous improvement and qualifying for accreditation projects
• Evaluating the new academic programs and ensure their readiness for accreditation
• Projects for building up institutional capabilities and the academic and research milieu in faculties
• Projects for the certification and accreditation of labs and research centers in faculties and universities
• Institutional capacity building in faculties of priority sectors Projects
• Projects for developing academic programs (complete development - originating new programs)
• Projects for enhancing student evaluation systems and upgrading education efficiency.
• Projects to fund the infrastructure that is related to the overall development in the university.

• Availability of a strategic vision for development within the said faculty
• Adopting an internal quality assurance system culminating in yearly self evaluation reports and peer evaluation reports
• Coordination between faculty requirements and the strategic priorities set by the university
• The stakeholders approval and recognition of the presented proposition for the project implementation

Performance Indicators pertaining to Program Implementation:

• The amount of performed activities according to the approved action plan within the time schedule
• Actual expenditure compared to the planned
• Number of applying and accepted faculties to the project
• Monitoring and Evaluation Activities (progress reports - site visits – conferences and symposiums)

Performance Indicators pertaining to Outcomes and Objectives:

• Capable bodies trained and qualified to perform the duties of planning, implementation, monitoring and evaluation
• The strategic plans that were prepared, adopted and applied by the faculties
• The extent of direct and indirect collaboration between the faculty, and production and service sectors and society in terms of academic program and research development
•  The scope of the achieved development and the extent of ensuring its sustainability (human resources, financial and institutional)
• Reference academic and institutional standards set forth by the faculty
• Number of qualified faculties that have applied and awarded accreditation

  Impact Assessment Indicators and Evaluating the Outcome of Accomplished Program Objectives:

  • The extent of suitability of the graduates and research activities of faculties that have executed upgrading projects to the requirement of quality, accreditation and the needs of development
  • Competitive capacity of the faculty academically on the local and global levels
  • The extent of independence and self reliance on part of the faculty for continuous improvement
  • The level of satisfaction of the graduates and society of methodology of development adopted by the faculty and its impact

• Lack of efficient human resources within the faculties to undertake planning and implementation responsibilities.
• Opposition and resistance to change from some members within the faculties and universities or stakeholders
• Inconsistent cash flows and the threat of constant delay sometimes
• Universities and Faculties not fulfilling their financial, human and logistic commitments.
•  The need for changes in the regulations that are applied
